NOTES
  1. Minneapolis has regularly used tax increment financing (TIF) to prime the pump for development and continues to do so. Nearly all of the TIF districts have succeeded, creating a pot of money that could continue to serve as a development bank, pending a change in state law to allow this.
  2. The neighborhoods chosen in the first lottery were Phillips Whittier, Jordan, Bryant, East Harriet, and Windom.
  3. The City Planning Commission (CPC) also used the First Step process to meet with neighborhoods to explain the zoning code and comprehensive plan. These meetings followed CPC review of early plans, which indicated that residents were blissfully unaware of the pre-existing regulatory frameworks.
