    1. Proposed Legislation Notification

      ACTION REQUESTED: Review suggestions to establish a method of communication between jurisdictions and the Policy Board regarding any proposed legislative initiatives that would affect the NRP statute or Citizen Participation funding in Minneapolis.

      ACTION TAKEN:

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board ("Board") formally requests that the City of Minneapolis and its staff provide copies of all legislative suggestions, draft legislative agendas, and proposed legislation amending the NRP statutes, or any other legislation impacting the NRP or the City's obligation to fund the NRP, or legislative suggestions directly affecting neighborhood organizations, citizen participation or its funding in the City of Minneapolis to the Chair of the NRP Policy Board and to the leader of the other governing boards;

      RESOLVED FURTHER: That the Board further requests that all amendments to the NRP statutes, or any other legislation impacting the NRP or the City's obligation to fund the NRP, and any other legislation that directly affects neighborhood organizations, citizen participation or its funding in the City of Minneapolis that are proposed to or supported by the City Council or by City staff be provided at least thirty (30) days in advance of the introduction to the legislature;

      RESOLVED FURTHER: That if the City Council complies with this request, the NRP Policy Board and its staff will respectfully reciprocate.


    2. Additional Housing Proposal for Commercial Corridors

      ACTION REQUESTED: Review the proposal and authorize distribution to the neighborhoods for a 45-day period of review and comment.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board ("Board") authorizes the NRP Director to enter into and execute the Adoption Agreement for the City of Minneapolis Health Reimbursement Arrangement Plan (the "Plan") and any agreements necessary to ensure that eligible NRP employees are covered by the Plan and Trust; and further authorizes the NRP Director to execute any agreements necessary to ensure that eligible NRP employees are covered by the Flexible Spending Account (Minneflex) programs of the City of Minneapolis.


    2. Hennepin County "Second 7.5%" NRP funds for Seward

      ACTION REQUESTED: Approve a change of use for Hennepin County's "Second 7.5%" NRP funds for Seward, authorizing Seward to amend their contract with Hennepin County to use the remaining $1,000 for the Franklin Avenue LRT Station Business Map Project.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board (NRP) hereby approves using $1,000 of Seward's Hennepin County "Second 7.5%" NRP funds to support the Franklin Avenue LRT Station Business Map Project.


    3. Corcoran NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Corcoran NRP Phase II Neighborhood Action Plan and authorize the use of up to $410,440 of NRP Program Funds to support the projects and programs in this plan.

      ACTION TAKEN:

      WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board approved a Phase II allocation for the Corcoran neighborhood of $410,440 based on the Phase II revenues projected for NRP;

      WHEREAS: The Corcoran neighborhood conducted an extensive Phase II neighborhood planning process during 2004 and has submitted a Corcoran NRP Phase II Neighborhood Action Plan that requests a Phase II allocation of $410,440;

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board (Board) hereby accepts and adopts the Corcoran NRP Phase II Neighborhood Action Plan dated December 2004;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request the City Council and Mayor [a] amend the 2005 General Appropriation resolution by increasing the Community Planning and Economic Development Department agency Fund CNR - NRP Program Fund (CNR0-890-3550) by $410,440 and [b] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above;

      RESOLVED FURTHER: That up to 70 percent of the amount approved for this plan ($287,308) shall be available for obligation in the first three (3) years after approval of the appropriation for this plan.


    4. Field, Regina, Northrop NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Field, Regina, Northrop NRP Phase II Neighborhood Action Plan and authorize the use of up to $1,093,966 of NRP Program Funds to support the projects and programs in this plan.

      ACTION TAKEN:

      WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Policy Board (Board) established the Phase II allocation available for the Field, Regina, Northrop neighborhoods at $1,093,966, based on the Phase II revenues projected for NRP;

      WHEREAS: The Field, Regina, Northrop neighborhoods have conducted an extensive and inclusive Phase II plan development process;

      WHEREAS: the submitted Field, Regina, Northrop NRP Phase II Neighborhood Action Plan requests an allocation of $1,093,966 and dedicates 76.36 % of that allocation to housing programs, projects, services and activities;

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby accepts and adopts the Field, Regina, Northrop Phase II Neighborhood Action Plan dated December 20, 2004;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to: 1) request the City Council and Mayor [a] amend the 2005 General Appropriation Resolution by increasing the Community Planning and Economic Development Department agency Fund CNR - NRP Program Fund (CNR0-890-3550) appropriation by $989,824, and [b] authorize the appropriate City officers to enter into any contract or agreements necessary to implement the activities above, and;

      RESOLVED FURTHER: That up to seventy percent (70 %) of the amount approved for this plan ($765,776) shall be available for obligation in the first three (3) years after approval of the appropriation for this plan.



    5. Year of Celebration of NRP

      ACTION REQUESTED: Approve a resolution declaring 2005 as a "Year of Celebration of NRP".

      ACTION TAKEN:
      [NRP/PR#2004-47] Moved: Strand, Seconded: Kelash

      WHEREAS: the Minneapolis Neighborhood Revitalization Program was enabled by Legislative action and established as a Joint Powers program in 1991 through action of the participating jurisdictions of the City of Minneapolis, the County of Hennepin, the Park and Recreation Board of the City of Minneapolis, the Independent School District No. 1, and the Library Board of the City of Minneapolis, and;

      WHEREAS: the participating jurisdictions desired to participate in order to preserve and enhance the private and public infrastructure, the public health and safety, the economic vitality and the sense of community and social benefits with the neighborhoods of the City of Minneapolis, and;

      WHEREAS: the Minneapolis NRP has been internationally recognized as a successful and innovative program for citizen engagement and has leveraged an estimated $500 million investment of non-program funds into the City's neighborhoods; and,

      WHEREAS: the unforeseen ramifications of the 2001 Legislative tax reform created a period of uncertainty as to the future funding for the NRP Phase II programming in the City's neighborhoods, which has now been resolved by the "Lane Amendment" to Chapter 419 of the code of ordinances and commitment of funds to the program, and;

      WHEREAS: the NRP Policy board acknowledges and respects the right of each participating jurisdiction to determine the nature of its own citizen engagement processes; and,

      WHEREAS: neighborhood residents working through neighborhood organizations are now poised to enter the Phase II planning and implementation stage; and,

      BE IT RESOLVED: that the NRP Policy Board hereby declares the year 2005 as a "Year of Celebration of NRP" and,

      BE IT FURTHER RESOLVED: that the NRP Policy Board respectfully requests the participating jurisdictions to assist and cooperate with Minneapolis neighborhood organizations in recognizing past achievements and planning the future success of the NRP Phase II.
