    1. Request to Increase 2006 Administrative Budget Appropriation

      ACTION REQUESTED: Approve an increase of $125,982.25 to the 2006 Administrative Budget appropriation to cover remaining 2005 budget obligations.

      ACTION TAKEN:
      [NRP / FR#2006-06] Moved: Robert Lilligren Seconded: Jeffrey Strand

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby approves an increase of $125,982.25 to the 2006 NRP Administrative Budget to satisfy remaining 2005 budget obligations; and,

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor: [a] amend the 2006 City of Minneapolis General Operating Resolution by increasing the NRP Program Fund (CNR0) by $125,982.25; and [b] authorize the appropriate City officers to enter into any necessary contracts or agreements to implement the activities above.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board receive this document, submit it to the five NRP jurisdictions, asking each of them to review it and provide feedback to the Policy Board within the next two to three months, and encourage them to identify other options that we may have missed.


  6. PRESENTATIONS & REPORTS

    1. Taking Minneapolis Policing to the Next Level

      ACTION REQUESTED: None. Update on the City's community policing strategies from Mayor R.T. Rybak and Deputy Chief Lucy Gerold.

      ACTION TAKEN:
      [NRP / PR#2006-07] Moved: Jeffrey Strand Seconded: Dorothy Titus

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board authorizes the Chair and the Director to work with Minneapolis City leaders to pursue a narrowly focused statutory change in 2006 to expand the definition of the "NRP Statute" to include community public safety in addition to housing. The authorization from the Policy Board expires December 31, 2006.

      RESOLVED FURTHER: That this action be communicated to the NRP neighborhood organizations.


    2. Financial Impact of the De-certification of the pre-1979 Tax Increment Financing Districts.

      ACTION REQUESTED: None. Presentation by Mark Winkelhanke

    3. NRP Minneapolis / St. Paul Home Tour Update

      ACTION REQUESTED: None. Informational presentation on the upcoming Home Tour, which will be held on May 6 & 7.
