    1. West Calhoun NRP Phase I Neighborhood Action Plan Modification #3

      ACTION REQUESTED: Approve the third modification to the West Calhoun NRP Phase I Neighborhood Action Plan, which creates a new "Community Crime and Safety Initiatives" strategy and moves $15,000 from an existing strategy to fund this new strategy.

      ACTION TAKEN:

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board hereby approves the modification of the West Calhoun Neighborhood Phase I Neighborhood Action Plan by adding the following new Goal, Objective and strategy:

      Goal: To assure the safety of the citizens in the West Calhoun Neighborhood

      Objective: To increase initiatives which reduce and prevent criminal activity.

      Strategy 11: Community Crime and Safety Initiatives

      To fund Community Crime and Safety Initiatives including activities such as:
      * Block Club Organizing
      * Neighborhood Watch Patrols
      * Clean-up Projects
      * Graffiti Removal
      * Security Lighting
      * Pedestrian & Bike Safety / Greenways & Parkways
      * Neighborhood Alerts as needed
      * Crime Prevention through Environmental Design

      FURTHER RESOLVED: That $15,000 from the Excelsior Boulevard Streetscape strategy be moved to this new Community Crime and Safety Initiatives strategy to fund this new initiative.


    2. Sheridan Neighborhood NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Sheridan NRP Phase II Neighborhood Action Plan and authorize the use of up to $438,317 on NRP Program funds to support the projects and programs in the plan.

      ACTION TAKEN:

      WHEREAS: On April 19, 2004 the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Sheridan neighborhood of $438,317, based on the Phase II revenues projected for NRP;

      WHEREAS: The neighborhood conducted a Phase II neighborhood planning process that began in 2004 and has submitted a Sheridan NRP Phase II Neighborhood Action Plan that requests a Phase II allocation of $438,317;

      WHEREAS: The Sheridan neighborhood has allocated at least 70% of their Phase II Neighborhood Action Plan to housing programs, projects, services and activities;

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board (Board) hereby accepts and adopts the Sheridan NRP Phase II Neighborhood Action Plan;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor: [a] approve the Sheridan NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $438,317; [b] amend the 2006 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) appropriation by $147,411 from existing fund balance for implementation of the approved Plan; [c] refer $73,705 to the 2007 budget and authorize the appropriate City officers to reserve the remaining $217,201 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($306,822) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the Plan and the activities above.


    3. Memorial Resolution for Frances Guminga

      ACTION REQUESTED: Consider adopting a resolution to honor the memory of Frances Guminga.
