    1. Columbia Park NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Columbia Park NRP Phase II Neighborhood Action Plan and authorize the use of up to $175,525 of NRP Program Funds to support the projects and programs in the plan.

      WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Columbia Park neighborhood of $175,525 based on the Phase II revenues projected for NRP; and

      WHEREAS: The Columbia Park neighborhood conducted an extensive and inclusive Phase II neighborhood action plan development process; and

      WHEREAS: The Columbia Park NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $175,525 and dedicates more than 70% of that allocation to housing programs, projects, services and activities.

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Columbia Park NRP Phase II Neighborhood Action Plan dated March 20, 2007; and

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Columbia Park NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $175,525; [b] amend the 2007 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $55,434 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $108,091 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% ($122,868) of the amount approved for the Plan shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above.

    2. Waiver of Phase II Plan Development Policy for Folwell Neighborhood

      ACTION REQUESTED: Authorize an additional $15,000 for Phase II Plan Development Advance Funds for the Folwell Neighborhood Association

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board waives the "Policy on Phase II Plan Development Advance Funds (adopted October 22, 2001)," limitation that an eligible neighborhood may request up to 50% of the funds it received in Phase I from the Phase II Plan Development, and

      RESOLVED FURTHER: That the Board hereby authorizes an additional $15,000 allocation to the Folwell Neighborhood Association of Phase II Plan Development Advance Funds for a new total amount of $51,525.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board convene a study session or sessions to review the Community Engagement Report information gathered during the report review process; and,

      RESOLVED FURTHER: That a recommendation is prepared to be forwarded to the Policy Board for review and action.
